Cadet earns third place in International Law Competition
COAST GUARD ACADEMY, NEW LONDON, Conn.- Coast
Guard Academy First Class Cadet Mary K. Heron of Warrington,
Pa., was named Third Place Winner for Best Cadet from among
more than 120 cadets from all over the world who attended the
International Institute of Humanitarian Law's Law of Armed
Conflict Competition in San Remo, Italy.
Participants included all four U. S. military academies (USNA,
USMA, USAFA, USCGA), Royal Military College of Canada,
Belgium, Russia, Sweden, Greece, Netherlands, Finland,
India, France, and many others representing the best of
the best of cadets from around the world.
Heron was the only American to win an award at the competition
and was accompanied by First Class Cadet Jeff Garvey and Second
Class Cadet Stephen Brickey, also from the Coast Guard Academy.
"With the changing faces of war, the world needs changing
attitudes and understanding along with ever-adapting laws,"
said Cadet Heron. "What better way to increase awareness of
these issues than to bring young people together to discuss
them?"
The Coast Guard Academy cadets were selected to attend the
competition as a result of their speaking skills, knowledge
of international law, and their efforts on a paper dealing
with the laws of war.
"All three of our cadets left a tremendous impression on the
faculty, cadets and staff here," said Cmdr. Glenn Sulmasy,
CGA Associate Professor of Law, who coached and accompanied
the cadets on their trip. "Rest assured, the Coast Guard
Academy has left its mark."
Heron is the daughter of James and Kathleen Heron and
graduated from Central Bucks High School West.

Coast Guard Rear Adm. Robert C. Olsen Jr., superintendent of the Coast Guard
Academy in New London, has accepted the position of president at Webb Institute,
a school for naval architecture and marine engineering in Glen Cove, N.Y.
Olsen will be replaced at the academy by Rear Adm. James C. Van Sice, director
of reserve and training at Coast Guard headquarters in Washington, D.C.
A native of Wilmington, Del., Van Sice will become the 38th superintendent of
the academy. He first served aboard the Coast Guard cutter Munro as an
anti-submarine warfare officer and deck watch officer after graduating from the
Coast Guard Academy in 1974.
After his tour aboard the Munro, he went on to graduate from the Naval Flight
Training School in Pensacola, Fla., in 1976. He serves as director of the Coast
Guard Reserve and is responsible for developing policies to recruit, train,
allocate and support more than 12,000 Coast Guard Ready Reservists. Van Sice is
a member of the Coast Guard Academy board of trustees and served as assistant
superintendent from 2001-2002.
